Bill was born and raised in Lancaster, PA, which is known to many as "Amish Country. His parents, Bob & Jean Neff, led him to Christ at an early age, and were living examples of what it means to follow Christ and serve others.
After graduating from high school, Bill attended Moody Bible Institute where he majored in Bible-Theology with a minor in New Testament Greek. At that time, Moody was just a 3-year school, so he finished up his final year of college at Lancaster Bible College (LBC), graduating in 1985 with a Bachelor of Science degree in Biblical Studies.
So... where did radio come into the picture? In the years between Moody and LBC, he worked part-time for local radio station WPTG (which later became WJTL). While finishing up at LBC he hosted the morning show as a live announcer/DJ, and after college began to work full-time for WJTL as the Program Director and eventually Station Manager.
While at the radio station, Bill had begun to take part-time seminary classes at Evangelical School of Theology, but the opportunity afforded itself to move to Orlando in 1992 to attend seminary full-time at Reformed Theological Seminary. That is where Bill was introduced to Dr. R.C. Sproul, a Presbyterian theologian and author, and Dr. Sproul's teaching ministry, Ligonier Ministries. In 1994, Ligonier Ministries launched a national radio program, "Renewing Your Mind," and Bill came on staff to help with the script writing and editing. Soon he became the announcer for the program, and eventually oversaw all facets of program production as the Director of Radio Programming.
In October of 2002, Bill established Neff Communications, his own script writing and audio production business, while continuing to service Ligonier Ministries as a client for several months.
In March of 2003, Bill established Morning & Evening Ministries, Inc., and began promoting and producing a short-feature, daily devotional radio program called "Morning & Evening." The overall goal of the ministry is "to cultivate hearts of devotion" to God, by acquainting modern-day Christians with the classic works of Christian devotion throughout the history of the Church."
The "Morning & Evening" radio program is the ministry's first project, featuring daily devotional readings from the book, Morning & Evening, by Charles Haddon Spurgeon. The "Morning & Evening" radio program currently airs on over 20 radio facilities and outlets around the world.
